Implementation Guidance for the Reinstatement and Reintegration of Marines Affected by the Covid-19 Vaccination Mandate

(MARADMIN) This MARADMIN provides Marine Corps implementation guidance for the reinstatement, reintegration, and reconciliation of records for Marines returning to service per references (a) and (b).

NARR/REF A IS EXECUTIVE ORDER 14184, REINSTATING SERVICE MEMBERS DISCHARGED UNDER THE MILITARY’S COVID-19 VACCINATION MANDATE.

REF B IS ALNAV 019/26, RESTORATION OF HONOR AND CAREERS FOR INDIVIDUALS UNJUSTLY DISCHARGED DUE TO COVID-19 VACCINE REFUSAL.

Consistent with the references, the Marine Corps recognizes the service of Marines separated under the COVID‑19 vaccination mandate and is committed to ensuring their honorable, efficient, and expedient return to service and reconciliation of records.

The Marine Corps will ensure the timely execution of all associated personnel, administrative, assignment, pay, and records-correction actions.

This MARADMIN establishes responsibilities for commands and supporting organizations to ensure reinstated Marines receive the appropriate support and coordination necessary to return to service and integrate into their assigned commands successfully.

2. Marines Seeking Reinstatement. Marines seeking reinstatement, per the references, will be directed to visit the Marine Corps COVID-19 Reinstatement website: https://www.manpower.marines.mil/COVID-19-Reinstatement/ for current program information, eligibility requirements, and instructions.

Marines desiring to pursue reinstatement will complete the Marine Corps COVID-19 Reinstatement/Reassessment Application available on the website, in its entirety, and submit it in accordance with the instructions provided.

Submitting a completed application provides the information necessary for Marine Corps Recruiting Command (MCRC) to contact the Marine and begin follow-on coordination.

MCRC will engage Marines interested in pursuing reinstatement to assist with the applicable screening and processing requirements.

The reinstatement process will include eligibility and medical screening; review and potential correction of military records by the Board for Correction of Naval Records (BCNR); determination of applicable benefits and entitlements; assignment coordination; and processing for return to active or reserve service, as applicable.

3. USMC COVID-19 Reinstatement Cell (CRC). Per reference (a), the Marine Corps established the CRC to provide a clear, streamlined, and centralized path for eligible Marines to pursue reinstatement and associated restoration actions.

The CRC serves as the Marine Corps’ centralized point of coordination for Marines seeking reinstatement under the references. The CRC tracks each case from start to finish.

The CRC coordinates directly with Manpower and Reserve Affairs (M&RA), MCRC, BCNR, gaining commands, and other supporting agencies as needed.

Questions concerning the Marine Corps COVID-19 reinstatement process may be directed to smb_mm_covid_reinstatement@usmc.mil.

4. M&RA. Organizations within M&RA will support the CRC in executing reinstatement and restoration actions within their respective areas of responsibility. Actions requiring coordination with organizations outside M&RA will be facilitated through the CRC.

5. MCRC. Upon receipt of a completed Marine Corps COVID-19 Reinstatement/Reassessment Application, MCRC will ensure contact is established and will screen and process Marines seeking reinstatement in coordination with the CRC.

MCRC will ensure Marines satisfy applicable Marine Corps standards, as modified or directed by the references, while executing the processing requirements established by higher headquarters.

Screening and processing requirements unique to reinstatement, including applicable medical screening criteria, will be administered in accordance with current Department of War, Department of the Navy, and Marine Corps policy. MCRC will coordinate with the CRC to resolve eligibility, medical, administrative, or processing matters requiring additional review.

6. Command Responsibilities. Final gaining commands will ensure the deliberate reintegration of reinstated Marines into their units.

Due to the break in service associated with reinstatement, commanders will provide appropriate orientation, training, and familiarization with current Marine Corps and command policies, procedures, systems, training requirements, and duties associated with the Marine’s grade and billet.

Reintegration should account for the individual Marine’s circumstances and the length of time away from service.

Commands will ensure reinstated Marines receive the support necessary to successfully transition back to service while maintaining the standards and expectations applicable to all Marines.

6.a. Records Review. Upon a Marine’s reinstatement, the final gaining command will conduct a comprehensive audit of the Marine’s personnel, administrative, and pay records to verify all corrective actions directed by BCNR have been completed.

The audit will include, as applicable, verification of grade and date of rank; promotion actions; service computation dates; fitness reports; removal or correction of adverse material pertaining to the COVID-19 vaccination mandate; reenlistment eligibility and associated codes; separation information; awards; leave balances; pay and allowances; bonuses and other entitlements; and any other correction specifically directed by BCNR.

6.b. Resolution of Discrepancies. Identification of an incomplete or inaccurate BCNR-directed action does not constitute completion of the command’s review.

Final gaining commands will coordinate identified discrepancies through the appropriate servicing MISSO (local servicing MISSO for Active Component Marines and MISSO 16/17 for Reserve Component Marines) and as required, the appropriate M&RA or other supporting organizations.

This coordination will be conducted in conjunction with the CRC until all BCNR-directed corrective actions have been completed.

6.c. Completion. Once the final gaining command verifies that all BCNR-directed corrective actions are complete, they will notify the CRC at smb_mm_covid_reinstatement@usmc.mil. Notification will include the Marine’s name, EDIPI, command, and confirmation that the command’s review is complete and all BCNR-directed actions have been verified.

7. This MARADMIN is applicable to the Marine Corps Total Force.
