Restoration News obtained a shocking email showing that the U.S. Merchant Marine Academy (USMMA) sets aside specific slots based on the sex of the candidate instead of the merit-based factors identified in law.
A recent email obtained by Restoration News states that: “25 percent of the entrants are allocated for females.” Secretary Sean Duffy must fire the Superintendent immediately.

Federal regulations dictate the admissions process for USMMA, which specifies it must select candidates based on several factors of academic merit and qualification for service.
“Selection of midshipmen for appointment to fill vacancies… shall be in order of merit. The order of merit shall be determined on the scores of the required entrance examinations, on assessment of the academic background of the individual and on such other factors as are considered by the Academy to be effective indicators of motivation and the probability of successful completion of training at the Academy.”
This blatant sex-based quota defies the law’s merit-based requirements meant to advance capable, not ideological, candidates.
Not only does this email state that there are quotas for females for the upcoming school year, but it also states that a quota was used in the previous year.
Time to Fire the Woke Superintendent
USMMA is one of five federal service academies. While midshipmen who attend the school must serve as Navy Reservists, the oversight of the school falls under the Department of Transportation.
The controversial superintendent of the Academy is Admiral Joanna Nunan, who was appointed by former Transportation Secretary Pete Buttigieg.
Nunan previously headed up DEI at the Coast Guard Academy, and she brought her woke politics with her to USMMA.
Restoration News has reported extensively on Nunan’s anti-Christian and radical leftist biases. She removed a historic painting of Jesus watching over distressed mariners at sea from a place of prominence to a damp, flood-prone basement after an activist called it offensive.
Nunan also failed to remove the COVID vaccine mandate after the Defense Department military academies lifted their mandates, forcing an entire class of midshipmen appointees to get the shot.
Transportation Sec. Sean Duffy recently visited the academy and demanded the return of the Christ on the Water painting to its place of prominence.
Federal law prohibits the firing of a Senior Executive Service official, like Nunan, within 120 days of the appointment of a new administration leader. Sec. Duffy took over on Jan 28th—120 days has now passed.
The time has come for Nunan to be fired—today.
