DACODAI May 2024 Public Meeting Sessions

The Defense Advisory Committee on Diversity and Inclusion (DACODAI) held a public business meeting on 2 and 3 May 2024.

According to their Federal Registry Notice, members of the public could request to provide verbal statements at the meeting. STARRS requested that Lt Gen. Rod Bishop (USAF ret), Vice Admiral Dean Lee (USCG ret) and Kendall Qualls of TakeCharge be allowed to make three-minute each verbal statements at the meeting, but was told by DACODAI that was not to be allowed, with no explanation of why this contradicted the Federal Register notice.

The Federal Register also stated that the meeting would be held in-person in Arlington, VA at the Association of the US Army conference center and also via Zoom. After so many STARRS members and supporters as well as members of the Military Readiness and Merit Coalition had made their flight and hotel reservations to attend the meeting in Arlington, DACODAI announced just days before that due to “unforeseen circumstances” DOD had decided to change the meeting to be virtual-only via Zoom.

The first day, many of those (including General) who signed up to attend—either on Zoom or in-person—were not able to get into the meeting due to the 100-person maximum limit on DACODAI’s Zoom plan, even though so many people signed up well in advance to watch online, plus knowing days before all the additional attendees who had planned to attend in-person who would have to watch online.

Also some of those who were able to get in were later unceremoniously removed from the meeting (such as a Navy Admiral) for no reason and when they tried to log back in, a message said they could not rejoin (not very “inclusive”), like what happened to this Colonel:

When the meeting started on the first day, the leaders of DACODAI were in a meeting room. The second day they Zoomed in from their homes.

The third planned speaker, The Department of Defense Talent Management by Mr. Brynt Parmeter, Chief Talent Management Officer, OUSD(P&R), apparently couldn’t make it. That was a full hour of downtime where DACODAI committee could, if they truly believed in “diversity of thought” and being “inclusive”, have heard from members of the Military Readiness and Merit Coalition who were going to be there in-person OR these members would have been happy on short notice to speak via Zoom. The public portion of the meeting ended at 12:30 pm. DACODAI stated they received 26 statements from the public (see our website for these statements) or click here on the DACODAI website to read the statements. Unlike from the December 2023 when it took four months to post the six statements it received then, we were happy to see all of them immediately posted.
